2010 – 2014 Five Year Consolidated Plan

Each year, the County of Lexington receives approximately $1.5 million in federal funds from the U. S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG) Program and approximately $650,000 under the Home Investment Partnerships (HOME) Program.  In order to receive these funds, the County must submit a five-year Consolidated Plan and Annual Action Plan updates to HUD.  The five-year plan provides the opportunity to shape housing and community development strategies and creates an opportunity for strategic planning and citizen participation. The Consolidated Plan describes the County’s efforts to provide its citizens with decent, safe and affordable housing, a suitable living environment, and expanded economic opportunities.  The priorities and objectives of the plan are derived from a variety of sources, including solicited input from the citizens of the County.  Annual Action Plan updates provide specific activities to be funded for each year and the amount of funding for each activity.  The County’s current five-year Consolidated Plan expires June 30, 2010.  To review the current plan, click on the link below:

How are CDBG and HOME funds being used in Lexington County?

The County began receiving CDBG Program funds in 2000.  The CDBG Program has a wide range of eligible activities that gives local governments the flexibility to meet their community’s needs.  Some examples of eligible activities include, but are not limited to, infrastructure projects, provision of neighborhood facilities, code enforcement, acquisition of real property, and housing rehabilitation.  Recent Lexington County CDBG Projects have included public facilities improvements, streetscape, public safety, and public service projects.

The County began receiving HOME Program funds on July 1, 2008.  The HOME Program provides funds for projects that primarily assist low-and moderate-income persons in down payment and closing cost assistance, acquisition of property for affordable housing, major rehabilitation of owner-occupied homes, and other activities to create affordable housing.  Some recent HOME projects include the Homeownership Assistance Program, home rehabilitation, and housing counseling and education programs.

 
How is the Five Year Plan developed?

The Grant Programs Division staff, with the assistance of a consulting firm has begun reviewing and updating the current plan.  An initial public meeting will be held on August 17, 2009, to provide a hands-on opportunity to review the priorities and objectives and offer comments. Subsequent public meetings and hearings will occur in October 2009, and January and March, 2010 to provide the public information on the development of the plan.  The draft plan is scheduled to be completed in January 2010.  Copies of the entire plan will be placed for public review at the Lexington County Community Development Office, on the Lexington County Community Development website, and at the Lexington main Library for a 30 day period. The new Five-Year Consolidated Plan will be submitted to HUD for approval by May 15, 2010.

The first public meeting will be held Monday, August 17, 2009 at 6:00 p.m. in County Council Chambers - 212 South Lake Drive, Lexington, 29072.  Citizens who are unable to attend are encouraged to complete an online Community Needs Survey at this link:  Survey

Input into the development of the County’s Five-Year Consolidated Plan will be used to identify community priorities to fund housing and community development projects from 2010-2014.
