The Consolidated Annual Performance and Evaluation Report (CAPER)

The United States Department of Housing and Urban Development (HUD) requires consolidated planning and reporting of all communities as a condition of receiving federal grants for housing and community development including the Community Development Block Grant (CDBG).  At the end of each fiscal year, CDBG recipient communities across the Country report to their citizens and elected officials how they have utilized their grant funds to improve the community and the lives of the people who live in it. The Consolidated Annual Performance and Evaluation Report (CAPER) is the HUD-prescribed vehicle for providing that information. The Community Development Department is pleased to report effective performance on meeting project objectives in Program Year 2007.  The Community Development Department continues its efforts to be effective stewards of federal funds in the service of its residents.

 
 Program Overview

Community Development: Building Inspections, CDBG, Landscape, Subdivision, and Zoning Lexington County receives approximately $1 million dollars annually from the US Department of Housing and Urban Development. This money is used to implement the Community Development Block Grant (CDBG) Program. The CDBG Program provides funds for projects that primarily assist low and moderate-income persons in securing:

  • Decent housing;
  • Suitable living environments;
  • and Expanded economic opportunities.

CDBG funds can be used to build community facilities, roads, parks; to repair or rehabilitate housing; to provide new or increased public services to County residents; or to fund initiatives that generate new jobs.

Lexington County ’s CDBG allocation funds projects in all incorporated and unincorporated areas of the County with the exception of the Town of Batesburg-Leesville.  The cities and towns participating in the Lexington County CDBG Program include Cayce, Chapin, Gaston, Gilbert, Irmo, Lexington, Pelion, Pine Ridge, South Congaree, Springdale, Summit, Swansea, and West Columbia. 

To receive assistance from CDBG, every project must meet one of three National Objectives .
