Employees of the Quarter


Lexington County Sheriff James R. Metts on Thursday, May 8 recognized Crime Scene Investigator Keith Sprinkle, Field Training Officer Tom Fine and Deputy Jon Silcox as the Lexington County Sheriff’s Department Employees of the Quarter for the first quarter of 2014. The Lexington County Sheriff’s Advisory Council selected Sprinkle, Fine and Silcox for the honor.

In addition to being recognized as Employees of the Quarter, Metts presented the Sheriff’s Department Meritorious Conduct Award to Sprinkle, Fine and Silcox during a quarterly employee awards ceremony that Metts conducted. The sheriff presented the award to Sprinkle, Fine and Silcox in recognition of the deputies’ arrests in 2013 of a combined total of 135 motorists on a charge of driving a motor vehicle while under the influence of alcohol or drugs.

In 2013, Sprinkle, Fine and Silcox served in positions that were funded, in part, by a federal highway traffic safety grant that the South Carolina Department of Public Safety awarded to the Sheriff’s Department in order to enhance the enforcement of laws that prohibit motorists from driving motor vehicles while under the influence of alcohol or drugs, Metts said.

Metts also presented the Sheriff’s Department Special Achievement Award to Ted Lupton, an attorney whom Metts hired in 2013 to prosecute motorists whom deputies arrested on a charge of driving a motor vehicle while under the influence of alcohol or drugs, Metts said. Deputies previously had to prosecute such cases by themselves in magistrate’s court.

In 2013, 75 percent of the motorists whom Lupton prosecuted were convicted on a charge of driving a motor vehicle while under the influence of alcohol or drugs, Metts said. Most of the remaining motorists whom Lupton prosecuted pleaded guilty to lesser criminal charges.

“I am proud of the work that Keith, Tom, Jon and Ted did to reduce impaired driving and enhance safety on roadways,” Metts said. “The arrest and successful prosecution of more than 110 motorists who drove motor vehicles while under the influence of alcohol or drugs reflect our agency’s mission of providing professional law enforcement services that enhance the quality of life for all people in Lexington County.”

On September 7, 2010, Metts appointed Sprinkle, 27, of West Columbia, to serve as a deputy. Earlier this year, Metts promoted Sprinkle to serve as an investigator in the Crime Scene Investigation Unit.

On January 4, 2011, Metts appointed Fine, 47, of Lexington, to serve as a deputy. On October 3, 2011, Metts appointed Silcox, 39, of Lexington, to serve as a deputy. On March 18, 2013, Metts hired Lupton, 46, of Lexington, to prosecute motorists whom deputies arrest on a charge of driving a motor vehicle while under the influence of alcohol or drugs.
