Three Men Arrested for Public Indecency at Boat Landing

Lexington County Sheriff’s Department deputies on Thursday, October 29 arrested a 63-year-old Gilbert man, 67-year-old Gilbert man and 71-year-old Columbia man on charges of violating a Lexington County ordinance that prohibits public indecency.

Lexington County Sheriff James R. Metts said deputies who were working undercover in plainclothes arrested the three men after the three men inappropriately touched officers’ bodies, exposed private parts of their bodies to officers and performed sexual acts on themselves in officers’ presence at a public boat landing on Radio Lane in the St. Andrews community.

Deputies arrested Richard Paul Carrier, 63, of 325 Rocky Meadow Drive, Gilbert; Richard Dustin Emerick, 67, of 296 Grandy Taylor Road, Gilbert; and Terry Gene Mooney, 71, of 660 Lewisham Road, Columbia, Metts said. Deputies arrested Carrier, Emerick and Mooney on a charge of public indecency.

Carrier was being held on Thursday at the Lexington County Detention Center while awaiting a bond hearing, Metts said. Emerick was released from the Detention Center at 4:49 p.m. on Thursday on a $1,092 personal recognizance bond. Mooney was released from the Detention Center at 4:51 p.m. on Thursday on a $1,092 personal recognizance bond.

Deputies conducted the undercover investigation in response to citizens’ complaints about inappropriate activity at the Saluda Hydro Project boat landing at 1 Radio Lane, Metts said.

Deputies arrested Carrier at 4 p.m. on Thursday after Carrier inappropriately touched an undercover officer’s body, Metts said.

Deputies arrested Emerick at 11:50 a.m. on Thursday after Emerick exposed a private part of his body to an undercover officer and told the officer that he could perform a sexual act on Emerick, Metts said. Deputies arrested Mooney at 10:30 a.m. on Thursday after Mooney exposed a private part of his body to an undercover officer and then performed a sexual act on himself in the officer’s presence.
